AT&T, Comcast Face Setback As California Restores Net Neutrality

AT&T (T), Comcast (CMCSA) and other internet service providers once again face the possibility that California will impose its own net neutrality rules, bucking federal regulators and possibly cutting into their business.
California lawmakers on Thursday said they forged a deal on a new version of a net neutrality bill. The reworked bill would create the toughest rules in the U.S., state lawmakers said. California's bill prevents ISPs from exempting some services from customer data caps. It also bans ISPs from charging websites "access fees" to reach customers.
