But as Harvard Law School professor and author Susan Crawford argues, the United States is still far behind other countries in taking that change to the next level, with a nationwide fiber optic network similar to other public utilities. As a result, she writes, we are missing out on upgrades in our education system, civic life and economy that we need to truly compete in the 21st century.
